You could cultivate a melee and ranged option on the same character, yes. Taking weapon finesse would allow you to use the same MODs for hit and damage on the melee weapon due to insightful damage buff. DEX to hit and INT for damage.

The main confusion stems from SWF listing that it is useable with a rune arm.

Crossbows are operated with both hands just like bows even though Artificers hold them in just one when they are charging a rune arm.
