What levels do you get renown in a quest?

It seems to vary by quest (eg Kobolds New Ringleader has a maximum of 3rd level for Renown, while other level 2 quests allow higher level characters).

Is there a general rule (with occasional exceptions), or is it all over the place?

In theory, it's supposed to be a 20% chance per chest at level. Dropping a few % points for each level over that the character is. End rewards are pretty much all over the place. For long and very long quests it's supposed to be close to 100% for the end reward.
