I'm trying out an Occult Slayer build because I like the flavor and I haven't seen this on the Known Issues list or elsewhere so here it goes (not that anyone really cares about Occult Slayer...):
Kinetic Bond does not proc beyond once every 3 seconds, no matter which tier you get (at tier 3 it should proc every second).
Tested on the airship dummy for 45 seconds (using ship buffs to count) while at tier 3 and only got 15 procs :P
Bug reported it also but would like to know if anyone else has noticed this.
