I sat around saltmarsh with my level 32 barb seeing how much it proccs and it isnt very often.
I couldn't put a percentage on it but the Cloak of Winter procced about 4 to 5 times more than
this ability.

You need to take into account that it wont procc again during the minute the temp hps are up.
It did give me around 350 temp HP which isn't terrible.

It seems that the procc rate should be move from very low to a chance for it to be useful imho.

I would say even less than that. I find Vampiric bond and Improved Demonic Shiel procc around 10 times as more and are a more reliable source of temp hps.

It's somewhere around 2~3%, and it's per hit, every time an enemy swings or shoots at you there is a chance it'll proc. One enemy swinging at you, it's not gonna proc, 10 enemies shooting arrows at you non-stop, there is a good chance it'll proc. It's one of those abilities that only shines if you solo and therefor everything is always targeting you.
