For kicks I created a level 10 chest runner to run a cabal for one (level 14) in gianthold. I have run the quest at least 4 times and have not gotten over a tales of valor for renown. I realize this may just be chance, but with all the level requirements for quests and other things I was wondering if I need to level up a few levels. Any help would be appreciated.

It is more likely just luck. If you have another toon in the same guild and look at the next 4 chests that the other toon opens (at level) I'm willing to bet even money that none of them have any renown over tales of valor. For this to work you must remember to count just the next 4 chests that you open what ever renown you get from them (even if none) not 1-2 chests from the 2 dozen that you opened yesterday.

There is only a certain chance that chests give better loot (better guild renown) for doing the quest on level or below. This does not mean you get impressives / legendaries automatically. I have rarely seen legendaries in quest chests at all. I get more legendaries in wilderness chests, interestingly and as end rewards. Impressives seem to be about 1/30 which imho for on level quests is OK. Getß´s better in epic levels, though. Except for EE where pulling impressives and legendaries seems to be impossible to get thru end rewards, oddly enough. But this is another topic completely and my samples are much too low to tell (since I usually pick the CoVs anyway).
