Spell Pen vs Spell Pen

I was perusing spell penetration items and saw this:

Am I misunderstanding, or does the Level 13 Heroic Hard version seem better (comparing Spell Pen only), since it is +3 to Spell Pen?
And why the different wording between the two items in describing the Spell Pen bonus?

Spell Pen on equipment underwent a change "recently." Previously, equipment bonuses had two variables: the highest level of spell affected, and the bonus. Since the change, the highest level of spell affected is always 9 (or possibly all spells, for epic feat spells), and the bonus is the only variable you see on new items.

If you look at the image history on the wiki, the previous version of the hard item had a +2 bonus on spells level 8 and below. I suspect no one's had the time to upload a new elite picture yet, and it should be equal to or better than the updated hard picture.

So that would put the Heroic Elite Spell Pen at +4?

I haven't got a clue, as I've never really paid attention to the GH named loot.

However, the summary page (http://ddowiki.com/page/Item:Belt_of_the_Seven_Ideals) on the wiki seems to think it should be +3 for this item. This agrees with my experience with lootgen, as +4 seems to be a mutation that only occurs for epic lootgen.

The Elite version shares the same Spell Pen bonus as the Hard version, but gains a little more potency bonus.

Hadn't noticed that it was +3 on heroic, thats a pretty great item at level.
