I have a question about the evasion rangers get at level 9. My ranger is currently on his 4th life as a Human Pure Build Arcane Archer Ranger. I don't know if this matters or not but at level 9 he gets evasion. I also took Dodge at level 3 and mobility feat at level 6. Ok added to this he is currently level 18 now and has the lvl 16 cloak of night that's supposed to make him partially incorporeal and has a dodge of 2% on it. Ok even Further he is wearing gloves of dodge of 9%. His dex is 28 he has boots of speed of VI and the black dragon armor from gianthold. Ok this is what I have a question about concerning evasion. For the past 3 lives when he runs into or tries to run through a trap while Hasted he is always instakilled. Is evasion for rangers different than evasion for Rogues? I wonder about this because I have a first life wizard that is level 15 with 2 levels of rogue for the evasion and he can stand in a trap and never get touched. But my ranger just looks at a trap and dies?
I would think that evasion+dodge+mobiiity+lvl 16 cloak of night would at least help a little but this does not seem to even matter, its almost as if he has none of these and is trying to go through traps naked. Any help or suggestions would be much appreciated, and Thanks.

When it comes to traps, evasion helps.
Traps are a reflex save, dodge doesnt matter if I remember correctly.
Boost that reflex save.

Is your toon encumbered? That might be causing it. Also, you wrote 'black dragon armor.' which do you have? It needs to be the light version or robes, or your evasion will not work. I am betting that this is the issue.
Haste adds 1 to your reflex save. Not a lot, but something.
Having high Dex is just the beginning for boosting your reflex save. Consider some enhancements (the ranger gets some in the Tempest tree, at least towards traps), various item effects that boost all saves (like Resistance; you should have at least a +5 resistance item at level 18--try the fabricator's gauntlets if you do not); moral and insight bonuses to saving throws (like Greater Heroism and Good Luck) etc. etc.

You can avoid even magical and unusual attacks with great agility. If you make a successful Reflex saving throw against an effect that normally deals half damage on a successful save, you instead take no damage.
Evasion can be used only if the character is wearing light armor or no armor, and is not heavily encumbered. A helpless character does not gain the benefit of evasion.
Evasion primarily helps against certain magic attacks as well as avoiding most types of trap damage. (The spell wards in The Underdark adventures must be met by your Will save and cannot be evaded.) For avoiding most physical and ranged attacks, Dodge bonus chances are used.
This feat cannot be normally attained in any way except through the Heroic levels in the classes shown above. Evasion can also be gained in the form of up to three 20-second activated durations with the Monk Active Past Life feat or passively with Level 5 of the Shadowdancer Epic Destiny or selected as Tier 6 in Primal Avatar Epic Destiny.

Does your wizard have insightful reflex? Is your ranger Dex or Str based? If the wizard has insightful reflex and the ranger is Str based the wizard likely has a better reflex save.

Yeah, the only thing that helps with traps is a high reflex save. Evasion is only useful because if you make said save, you take no damage instead of half; for spells. For traps saving with reflex = 0 damage. Unless it is a spelltrap.
Are you wearing medium or heavy armor?
