My hot bars keep messing up.

Example I have a skill for use on my hot bar. Press 1 use dance of death. Then sometimes at random when I hit 1 to use skill it acts as if it wants to cast from a separate hot bar. The only fix is to unlock my UI, move the bars to the position i want and swap spells in the bar. BUt then next thing you know it bugs out again.

You probably keep setting another hotbar as active. Not in game right now, but you can switch between active hotbars with a certain key combination. So for instance you want to use "1" to use skill 1, then accidently set another hotbar as active and when you press "1" it then uses whatever is on the 1 position of the new hotbar.

Solution:
go to option->keymapping
find out which key combination lets you active another hotbar
remove that key combination (or at least memorize it so you don't accidently push it)

By default, Ctrl+1 will set the first hotbar as active. Also, scrolling through hotbars will set that one active. I have eight fixed hotbars for the usual stuff. The ninth hotbar scrolls 9 through 20, and this is where I put my ED features. When I change ED, I scroll to the appropriate bar. When I do this, the scrolling bar becomes active.

I sometimes forget about that, and I end up triggering an ED feature instead of Bar 1, Slot 1. A quick tap on Ctrl+1 fixes that. :)

Sounds like you have multiple hotbars displayed, and you forget which one is selected. There is a way to cast spells/use clickies/feats/skills/Other Hotbar Things while on another hotbar, maybe it's that. It's pretty deep in keymapping, though. Alternately, rename ddo.keymap to ddo.keymap.old and redo your keymapping.

As others have said, you are probably accidently changing the active hotbar. Check your keybinding settings, perhaps the scroll wheel on the mouse or something...
