As the title states, items and abilities (such as Meditation of War Fire stance) that provide Tactics bonuses are not applying to Quivering Palm. This means that now instead of having QP DCs drop from the 70s to the 60s, it's nerf is now in the 50s for most players... a DC that is guaranteed to fail in most EE content.
