Allow us to slot lower-level spells in high-level spell slots

Because (1) the SRD allows it, and (2) it would relieve pressure on the levels with lots of useful spells. I rarely use more than a couple of level 9 spells, so would gladly sacrifice a couple of those slots for something more useful from levels 4 or 6.
