Does the Shinto Monk Enhancement Deft Strikes apply to a Druid in Wolf form and using handwraps?

At the moment yes. It's been stated that twf in animal form is not WAI by the devs (see this thread: https://www.ddo.com/forums/showthread.php/424332-TWF-feats-now-work-with-Wolf-and-Bear-forms-is-this-wai for confirmation), but given that they haven't fixed it so far (haven't bothered testing on lamaland for U21 due to broken character copy, but suspect it's still working there), so I guess it will stick around for at least a little while.
