Balizarde and DEX to att/dmg

Someone once told me that Balizarde uses DEX to hit/dmg, but now I got one and it doesn't.

So I'm wondering what options I have to use DEX instead of STR.

Do I have to get Weapon finesse feat? Or some enchantment?

Also, some class/race enhancements will give you dex to damage, Ranger for example can do dex damage.
