Feat respec question

Hi guys,
I wonder will I be able to swap Epic Reflexes to Epic Toughness feat at lvl 28, considering :
- I have 20 CON and Epic Reflexes feat taken at 27
- At lvl 28 I'll put 1 point into CON - total 21 CON (thus I am eligible for Epic Toughness feat ).

if you are raising your con from the level up stat increase, then no

If you raised your con because you're planning on getting a better con tome once you hit level 28, and that is going to push you over the requirement, probably.
