I just thought about this build a bit, mainly because I don't want to buy a +1 LR Heart for a Sun Elf Wiz, but instead keep the Cleric and try to do something viable with it (aside from going pure or mainly Cleric). I came to a Support/insta-kill build.
First Life, 32 pt build, no Tomes.
It should be an Evocation focused Wiz with SLAs from Racial, Archmage and Divine Disciple tree. Spell school focus Enhancements are valid for both arcane and divine ones, so the Evocation focus from DD/AM trees will be beneficial to all Evo spells/SLAs.
7 Cleric to have access to T4 spells (Restoration, Cure Critical, FoM) and 13 Wiz to be able to cast T7 spells (Otto's, Prismatic Spray).
Insta-kill possibility with Prismatic Ray and Spray.
Feats (no order):
Insightful Reflexes
SF: Evo
GSF: Evo
Heighten
Maximize
Empower
Quicken
Enlarge or Extend
Mental Toughness
Improved Mental Toughness
Spell Pen is no issue. DC would be the same like a 17+ Wizard has, compensated by DD Enhancement and 2x Sun Elf Intelligence. The DC for the divine SLAs would be lower ofc, but worst case they'd do empowered+maximized half dmg.

You're probably aware, but note that your caster levels will be lower than for a pure caster, so both healing and damage will be somewhat less compared to a pure. Perhaps not significantly, eg. Cyclonic Blast (http://ddowiki.com/page/Cyclonic_Blast) (which is the top evocation SLA) appears to have maximum caster level only 15, but it's worth considering.
Have you considered 19/1 wizard/cleric necromancer? The cleric level gives full access to full Heal skill and a bunch of enhancements to boost negative energy damage from necro spells and SLAs.

Yes, CLs will be lower until 20, but then increase again with epic Levels and ED's. So most spells should reach a decent CL.
I made a 9/6 toon to test it - it's fun, maximized+empowered cure serious wounds crits for about 200 HP (Heal skill maxed) which is pretty good. This toon is quasi "naked", it wears the starter Sun Elf items but no Armor and the orb instead of the shield, because of asf. I don't have a robe yet or other appropriate Wiz items, so compaired to a proper geared 9/6 toon which started at Level 1, 4 or 7 it currently is a lot weaker. I went to Gianthold to farm a few Relics. Most mobs there I killed with the SLAs only (MM, ChM, NoL, SL) and one rare Giant I insta killed with the unmeta'ed Prismatic Ray. The Sun Elf also has some pretty good defense, like the Amaunator Fire Shield and Blessing of Amaunator (which btw lasts according to Character Level and not Caster Level as the tool tip says). Combined with Web and Ice Storm it's quite effective.

Sure I thought about this too, but not much as it's a secured build, especially the Necro line. I want to try something different. It's an open outcome experiment.
You should try and figure out what spells your going to use for evocation and what your dc will be at level 28. Should give an idea of how effective it will be....

The desciption is correct. For class enhancement abilities, caster level = class level. For racial enhancement abilities, caster level = character level.
