I have Improved Critical, Great Cleave, and 23 STR, but the 23 STR part is bugged out. Do feat's not count towards this? Is it only base + tome?.

you have no tome you would have to start with 18 str
+1 tome 17 str
+2 tome 16 str
+3 tome 15 str
+4 tome 14 str
+5 tome 13 str

to meet the 23 str requirement

That, or find a bigger tome. Starting + Tomes + Level Ups, figure out what works for you.

If you havent taken level 24 yet then that's one more point to your strength which may be enough. Don't know what your current breakdown is.
