Why are you taking the barbarian active pl feat? If you're going cha based for damage, the little mini rage the feat gives you is useless. And it's pretty useless anyway.
Short on time, but I'll comment more later...

The one thing I found really out of place is augment summoning. Surely there must be something better to take in that slot. Maybe power attack? Perhaps bastard sword proficiency? Maybe I'm missing something. What weapons do you have available? Nightmare might be the best option for your theme but will cost a feat for the proficiency. Dual Celestia might work as well, but would cost you a feat for improved crit. You could save on the two weapon feats and just go with a greatsword, especially if ESoS is an option for you and free up room for power attack, cleave, great cleave overwhelming critical. At any rate, it looks like you'll need to free up at least one feat.
By swapping out augment summoning and barb active past life, you free up some feats to use on melee. Those two just seem like the weakest options for your theme. Heighten for soundburst is an option for some extra DC on that. I'd be tempted to go all in with a greatsword and the cleave line at that point instead of two weapons.

If all level ups are going in to CHA, then I assume he is using the PDK "CHA for +hit and +damage" for weapons. I think this only applies to Shortswords and Longswords?
Power Attack would still be useful, though maybe Precision is more useful.
Does Augment Summoning affect Charmed mobs? Otherwise Im not sure what the point is, unless it is to solo content and use hires?
I wonder if 2 Paladin levels wouldnt be helpful. Then could drop Force of Personality and take a different Feat there, relying on the Paladin buff to saves?

According to the wiki, pdk cha to hit and damage should work on short swords, long swords, bastard swords and greatswords.
I think if he could, he probably would splash 2 pally into the build... as well as 6 monk. Sadly bards can't do that ;)

It does, not enough to warrant a feat though. Ditch it for something better.
Swap Empower spell for Maximise spell.
Wis is your dump stat. Why take Mass Frog, is there something Im missing here?
Spellcraft is useless to you. Tumble would serve you better.
Dont waste skill points in swim
Dont waste skill points in listen.
Dont waste skill points in intimidate.
Dont waste skill points in repair.
Dont waste skill points in search.
Level 27 is a LONG time to wait for Quicken. ESCPECIALLY if you're not maxing concentrate.
Skipping Greater two weapon fighting is not the same as skipping Greater Two-Handed fighting. Its a big DPS loss on a TWFer.
Ditch the Barb active past life. Worthless to you.
3 Sorc past lives will serve you better than 3 FvS.
Feats that would be worthwhile to your build from what you've described and are ordered thusly:
Bard past life (active)
Wizard Past life (active)
GTWF
Fighter PL (active)
Mental Toughness/Imp Mental Toughness
Imp. Crit.
Force of Personality
Extend
Finally, use a +1 LR to swap out the fighter level for one cleric. Non-negotiable.

You make some great points in the rest of your post but this one doesn't make any sense. Sure, the build may be better off but remember that the OP is only running to 28 for the past lives and TR'ing again (unless I misread the first sentence). It would be a colossal waste of money to LR +1 each life if he's just TR'ing again afterward.
Looks to me like you need to do 2 things.
1) Lose the idea of CHA to hit and dmg being a good thing.
2) Modify the following build to suit your needs Avatar of Eilistraee (https://www.ddo.com/forums/showthread.php/435460-Avatar-of-Eilistraee)
Also ... on the builder, put in your true reincarnations BEFORE choosing PDK as a race, and you will get the 36 pt build.

...but its not a bad thing either.
With a charisma stat somewhere in the 40 to 50 range on this build, you'll be hitting with your one-handers in the 60 (50-70) range, and criting in the ??
Not great but not bad...and really for TWFs its all about the other effects on your weapons proc'ing...maybe throw on a couple Nightmare'ss or Celestia's for the win :-)
Something else you will have from levels 20-28, the ability to effectively use the Draconic Incarnation ED Energy Burst and Daunting Roar, each based on how high you can get that Charisma score. With your build, you could either sit in the DI destiny or, if enough fate points, twist these two abilities (tier 3 and 2 respectively).
Also, I'd personally change out Empower Healing for Maximize. Yes, I know Empower and Maximize doesn't effect the HEAL spell, but that’s about it for what they don’t boost.
…and get rid of the past life Beserker’s Fury...replace with ?...something better :-)

Nice to see good responses! THANK YOU!
you guys made me think about this more and I THANK YOU!!!
Have fixed a few things.
1) Past life BARB... hehe old habits die hard. always took this because of TOUGHNESS feat and opened up toughness enhancements.. no need anymore..
2) NOT TAKING empower spell or maximize... they don't apply to any BARD spells i use. They only got toward sonic/heal spell line...
3) NOT using any +1 LR tomes....
4) MUST TAKE fighter level 1... SO HAVE to have dex 15 to start to take TWF. LEVEL 1 feat (get three, TWF/dodge/FoP)
Should have 50+ CHARISMA 18 start + 4 level ups + 5 tome + 8 item + 4 SS/WC enhancements + 1 PDK human enhance + 2 ship + 2 epic IE + 6 fate-singer destiny tree
SO my to hit and damage will come from CHARISMA short/long/bastard +20 to hit/damage
5) I start at level 15..... PDK Fighter2/Bard 13.. GIVES ME THIS to start Bravery bonus elite runs of Gianthold/Orchard/Litany
1 Normal: Force of Personality
1 Fighter: TWF
1 Human: dodge
3 Empower heal
6 Quicken
9 Spell focus Enchant
12 GSF:Enchant
15 ITWF
15 Figher: GTWF
The rest is kind of lock in also
18 spell pen
21 epic inspire excellence
24 epic spell focus :Enchant
26 Perfect TWF
27 Greater spell pen
What i am asking i guess is...
Can i have the DC to mind fog/ottos/hold/charm/fascinate and then beat on them with kinda of decent DPS in EE. (NOT SOLOING)
Will have blur/displacement/ghostly and 10%+ dodge

QUESTIONS:
What will your Enchantment DC's be after your gear is equipped?
Since Enchantment, what about spell pen.?
What destiny will you be playing in?...and with what twists?
My observation with your current build:
DPS-by-swinging-your-blades in Epic Elite content, I think staying in Fatesinger will not allow you to contribute in a significant manner (like it will be negatively noted by all others that you're dps'ing ~10 times slower than typical good dps'rs) unless you dual-wield the Nightmare's or equivalent.
DC casting contribution in Epic Elite content, I'm unsure as I've never played a Bard...if DC Wizard in DI or Magister, then not really (yes if only using PWStun and Otto's Irresistible...but any non-dc spec'd sorc could do that).

Dont Know my enchanment DC, but will have MAX CHA, sf enchant, GSF enchant, epic enchant.... and some gear?
Spell penn will have 3 FVS lives +3 spell pen. spell pen feat, and greater spell pen , plus something in gear crafting maybe?
have ZERO pionts in fatesinger... will stay in that until maxxed.....
I have 2 epic boxes that have swords in them that i havent opened yet.. so yes I can dual wield 2 nightmares....
The second and third TR live will need to fit in PAST LIFE BARD.... :(

Several things wrong with this ... OP is building for EE. DPS will be necessary to the extent of keeping up with some of the higher DPS builds already out there. 50-70 a hit isn't going to cut it without some serious speed (wolf +monk unarmed or shuricannon) ... I am speaking from personal experience.
Celestia + fascinated mobs = bad
80 STR >>>>>>> 50 Cha. It's a lot easier to boost strength than Cha. If you want to play a DPS bard it can be done with a very good Cha score and the ability to fascinate almost everything in game ... as proven by the build linked in my previous post.
That cha to hit and dmg enhancement is a pitfall. I have tried long and hard to make it work on numerous PDK builds (on a toon with 22 past lives and more gear than you can shake a stick at) and it just doesn't cut it on EE. If you want to stick with EH content you're good to go but EE not so much ... even in a grp you won't be pulling your weight except as a buff bot nanny bard. Not that there is anything wrong with that. Just don't get your hopes too high for your DPS (even with 2 nightmares).

Look, you really need to decide whether you want melee first and spells second or vice versa. Picking up the feats Spell Pen and Greater spell Pen pretty much just leaves you back at a caster level of 20, and really SR isnt too much of an issue for a bard. Use your songs on stuff that has spell resistance and save yourself the feats. If youre intent on meleeing then pick up Imp crit. Im iffy on Force of Personality and Dodge being useful to you.
I'd rather use a couple of pots if i feel my will save is gonna get me killed. Maybe try and squeeze in the Overwhelming Crit line if you preferring the melee side of things.

And I agree with what you're saying here...somewhat.
Somewhat = if he was to take martial feats and sit in a martial Destiny and then lets say he was to get a blitz going...or sit in Draconic and use those SLAs...he'd probably do 1/2 of what a good/great dps toon can do...which is still pretty good and would allow him to contribute....and still have his flavor.
Unfortunately we've spent time helping figure a way to make him contribute as a martial in EE and he's really looking to be a caster in EH/EE/getthrougheTRasfastaspossible type build.
Also, look to my previous post with comment "My observation with your current build"

Right on. I was thinking given that his build will be CHA maxxed with meleeing, he should take heighten for Soundburst. It'll make enemies helpless soon, yes it has SR but insofar as spells giving the best advantage to melee that a bard knows, it should be looked at.
