I am working on a build and need to know if you can use the Cleric Radiant burst while barbarian raged.
Anyone Know?

Almost positive you can. I know you can use it while madstoned so I would assume that you can use it while under barbarian rage as well.

It has never functioned like a spell, I don't know of anything that will stop it from working except being out of charges.

if I remember correctly bursts works, aura activations do not.

if you are contemplating a build that's mainly barbarian with a cleric splash so you would have bursts, my advice to you would be to rethink the notion.
with empower/maximize/empower healing AND quicken, bursts would heal for as much as (best case scenario, usually far far less than) the warpriest's ameliorating strike, would require 4 feats, 2 more cleric levels (6 instead of 4) and have limited uses.

so if splashing some cleric for added healing, I would aim for ameliorating strike and not for the bursts.

It does NOT work while barbarian raged. It would be very nice and reasonable, but it does not. Divine healing (4d4hp heal/2 seconds (duration healing skill x 2)) and ameliorating strike (very good) DO work while barbarian raged, which can be decent. Have fun.
