Current wands and scrolls were designed when the level cap was 10. It should be possible for epic level characters to be abke to use scrolls with a higher caster level and wands that might actually be useful other than for healing/restoration purposes.
For example, a 28th level rogue who has invested in umd should be able to find and potentially use a jump scroll that adds more than 10 pts to the jump skill. Offensive wands, even with enhancements to raise dcs and power, are completely useless at higher levels because there are no wands with a caster level anywhere near high enough to matter.
It would also be nice if wizards could write their own, although with essentially unlimited sp it probably isn't particularly useful.
