it would not be unreasonable to offer the choice not to take the Iconic class to a previous ITR of the same race.

so a Bladeforged who has the PL Bladeforged could start as any class.
Vs.
a Morninglord who does not have the PL Morninglord must take required class at level one.

I'd say make any person TRing into an iconic not require the lvl 1...or you know remove the requirement altogether
