As with most things, if you need it its good, if you dont its not. 50 hp is nice if you have lowish hp, but it doesnt help you stay alive much longer.

Toughness + eToughness are worth 80 HPs total at lvl 28; 82 when the cap goes to 30. Whether they're worth it depends on how many HPs you have w/out them (if you've got 400 HPs, 80's a 20% increase, if you've got 2,000 HPs, it's only 4%); and what build sacrifices you had to make to hit CON 21 and squeeze in those two feats. It may also depend on your gear; if you're having trouble slotting all the HP gear you want, you might take Toughness feats to make up the difference.

Think about what you would take instead (or are planning to ditch to make room) if you didn't take the toughnesses. Then decide which will be more useful to your build. Many feats are "good" or "worth taking" but what you need to decide is which option is worth more

I think it's a great feat to take. On the other hand, there are better feats when you consider the costs for Epic Toughness.

You can get Con 21 with Con 16 and a +5 tome or it with Bladeforged and a +3 Tome. If you have a +5 tome or you're Bladeforged, then it's not a horrifying cost, but it's a LOT of build points otherwise. I actually think that it's a decent feat for Wizards because they have a bajillion feats available and they don't need to spend their build points on anything other than Int and Con. Rangers often need a bunch of different stats, so that's less attractive for a Ranger.

It also requires Toughness. Now, Toughness isn't a terrible feat, but it's only getting you 30 HP at level 28. That's 2 feats for +80 HP. Yes, 80 extra HP is nice, but it's a smaller percentage of your total HP than it used to be, so consider what other feats you want on your build and whether there is room.

If you have your own reliable source of Melee and Ranged attack speed boost, then Blinding Speed isn't needed. If you don't have your own reliable source of Melee and Ranged attack speed boost, then Blinding Speed is the single best feat in the game and you should ignore Epic Toughness. And if you don't have your own reliable source of Melee and Attack speed boost, then you should probably try to get one. Then visit Fred and ditch the Blinding Speed.

For my money, any of the three "don't fail on a 1" saving throw feats would probably be more worthwhile than Epic Toughness.
