new to AA -quick question?

After 3 years playing I finally got round to tring a gimp pally to AA.

Currently lvl 3.
Before going much further I wondered what governs the dc of paralyzing arrows?
Was runing EH von5, last night and a guildy was on his lvl 23. Aa and was paralyzing every mob we met, I assumed he was using the enhancement paralyzing arows.
Given that paralzers are generally a bit low powered in epic content unless improved, I was curious as to how this was so?

The DC is listed in the enhancement. The 3 ranks improve the DC. I find that even in Epic Elite, paralyzing arrows are often still very much worthwhile, especially on a monkcher as you're putting out so many arrows, you're bound to get your foes to roll a 1 with some regularity.
