except when my arcane spell failure stops it? No.

However, you sometimes don't get the animation I've noticed - but looking on your buff bar still shows the buff. And my AC shoots up from the %increase, so it's definitely working.

I'm finding that I cannot cast it on allies even though the tooltip says I should be able to.
