Come up with level 24 and level 28 epic gear upgrades. If you want to get fancy then make it so that once you do an upgrade it "attunes" itself to you. When your level 20 its normal as is. Once you have upgraded it to 24/28 versions once then after TR when you hit level 24 it attunes to your more powerful version and same with 28/30.
Heavy Armor for example. Obtain base items make epic level 20 as is.
Some way to upgrade it to level 24 thru quests or whatever
Someway to upgrade it to level 28/30 versions
I have unlocked the level 24 then 28/30 versions this life.
Next life im level 20 again gear is back to level 20 base.
I reach level 24 you have become powerful enough to manifest the hidden power in your Epic Heavy Armor.
I reach 28/30 you have become powerful enough to manifest the hidden power in your Epic Heavy Armor.
You can even make it so players can decide to upgrade it or not by turning the item in or combining it with some vendor sold item in Eveningstar. Like a minor/major/grand stone of attuning.
You could even make the upgrades customizable if you want like adding a customizable skill like 11/15/20 Heal/repair/tumble etc.
Level 20 Base item with maybe a skill added like 11 Concentration and a colorless socket
Level 24 Upgrade +6 stat becomes +8 11 concentration goes to 15 or can be swapped for another skill at 15 to ad versatility adds a yellow socket
Level 28 Upgrade goes from +8 stat to +10 and 15 skill goes to 20 and a green socket
You could even skip the skill part and just add a more powerful socket each upgrade.
Level 20 has colorless +6 stat + other stuff base item
Level 24 same as 20 with +8 instead to stat and an additional yellow socket
Level 28 same as 24 with +10 to stat and an additional green socket
Giving the final item the stuff as the level 20 version except +10 to stat instead of +6 and a colorless, yellow and green augment slots. Talk about versatility. You would also increase the desire for varied augments.
Each life the augments aren't "LOST" they are just hidden or not used until your powerful enough to unlock them each life.
This would breath life back into older content items that people use a little then toss in the bank or just don't bother to get. It would encourage other players to diversify what quests they do based on their new gear choices and give players the option to customize their equipment with better itemization versatility.
