So its -4, but that's only a 5% penalty right? Or is it a -4 to the d20 roll to hit after BAB and AC and all that stuff are calculated? I tried out a pair of non proficient Khopesh and it sure seemed like I was missing a lot in that first second of swings after moving.
Any clarification would be welcome.

The new combat system is something like:
Chance to hit: (10.5 + to hit bonus)/(2 * AC of target) + 20% if proficient in weapon used.
Therefore using non-proficient weapons is a huge deal.

Im familiar with the similar formula from the AC article on DDOWiki. though it neglects to mention anything about a nonprof penalty...
Player’s chance to hit: (Player’s Attack Bonus + 10.5) / (Target’s Armor Class * 2) + 25%, rounded to nearest 5%
And looking it up (The article on Profs that is) showed that you were basicly in the ballpark, but that its a little worse than you said...
Non-proficiency penalties
For armor, receive no PRR.
For weapons, recieve -25% to hit. [[1]]
Applies item's Armor Check Penalty to attack rolls if not proficient with armor or shield. (ACPs apply to skills regardless of proficiency.) Note that an armor or shield with an ACP of 0 can be used without penalty by all characters whether they're proficient with it or not.
Mithral/darkwood heavy shield has 0 ACP.
Mithral light shield has 0 ACP and 0% ASF.

I'm pretty sure it's 20%, not 25%, as a bonus for proficiency. And this is the penalty/lack of bonus you'll incur for not using a proficient weapon.

It was originally cited as 25%.
Later, around the time that everyone was complaining that glancing blows on ranged attacks were messed up, a Dev (Varg I believe) corrected that it's actually coded as 20%.
Don't have the link handy, but that should be enough context if you feel like searching it out.

Yeah, that's how I remember it, too. Too busy protesting in Wayfinder to go look, though ;)

I've also (now) seen some claim that Fighting with a Non Prof wpn removes Grazing hits on a miss. So perhaps even worse of a plan.
Anyways question answered. Thanks.

Ah, right, forgot about that. This is also true, as far as I can tell.
