The rest of the same enhancements stack, so it may be possible to do something like
16 Monk/4 Rogue

Both No Mercy enhancements with 8d6 SA along with Sense Weakness is a 90% increase to helpless. 30% haste boost with that would be sweet.

If it stacks, then it's not intended. non-ability score, same-named enhancements are not supposed to stack

as per the 19.2 release notes


Non-ability-score enhancements that are identically named (such as Critical Damage and Critical Accuracy from the Fighter Kensei, Rogue Assassin and Ranger Tempest Trees) no longer stack.
