I've been gone for a while and I'm just starting to get the hang of the new Enhancement system (I'm still a little shocked that I actually miss the old Enhancement system. It was incredibly clunky but after enough time I guess you get used to anything) but I'm still a little daunted by the scope of the changes.
So, in a nutshell, are twf paladins still viable? I'm warming up to TR my current guy (life #3! very exciting) and I suppose this is where normally I'd post the build I'd worked up, but I'm not sufficiently on top of things for that. I'm thinking a human, khopesh-using twf paladin. Maybe something like 18P/2M for the Evasion and feats? Is there a recent-ish build somewhere folks can point me to? Thanks!

have just been tring out of a pure twf paladin. that guy with the new enhancements was some of the most powerful toons i had so far. i used mine with nightmare bastards swords mostly. and you pretty much have to be in fury of the wild. adrenaline smites are what makes a toon like this very powerful.
axe of adaxus would be a very good choice too, freeing up a feat. if i remember correctly, i have seen crits for 12k damage with it.
when you need evasion (for velah epic elite for example), you can go shadowdancer and still be a very good toon.
feats: twf line, powerattack, cleave, great cleave, empower healing (for cocoon healing), overwhelming crit, improved crit slashing. are the important ones. i had to scratch quicken spell for the exotic weapon prof.
start with high str, 14 con, 14-16 char.

U19 has been both good & bad for pallies.
Good: Divine Might fast-casts, its duration can be doubled, and it no longer depends on your base CHA (which eases stat req's a bit); heal amp & energy drain immunity are no longer HotD-only; you can front-load most abilities sooner, like Divine Sacrifice & Exalted Smite; Toughness is no longer the must-have feat it was (good news for feat-starved classes in general).
Bad: since DM is now an insightful STR bonus, it no longer stacks with insightful STR gear and you have to get your CHA pretty high to equal the +8 dmg from Divine Might IV (esp. TWF); didn't get any new high-level goodies or an improved capstone, so pure pallies are still at a disadvantage to their multiclassed cousins.
Basically, U19 made pally an even more front-loaded class than before. The "sweet spot" for mostly-pally builds will be lvl 14 or 15, IMO: 14 gets you Zeal, 15 gets you a 2nd lvl 4 spell (DW or CSW) and an extra smite. Pure pally is still an option, but IMO the benefits of MCing outweigh the cons:
Monk: still a good pick for +2 feats and Evasion; also some of the low-tier monk enhancements will work even while uncentered (e.g., Shintao heal & threat amp, Ninja Acrobatic for +Dodge%).
Ftr: 1st lvl gets you extra feat, tower shield prof, Haste Boost, and Extra Action Boost; 2nd lvl gets you another feat and access to T2 abilities (e.g., Shield Striking for a S&B pally).
Rgr: this is really good if you want TWF+Manyshot (e.g., Pyrene (https://www.ddo.com/forums/showthread.php/412000-Pyrene-the-Endgame-Paladin?highlight=pyrene)). Rgr 2 gets you 3 free feats and access to low-tier enhs (e.g., Conjure Arrows & EotW from AA); rgr 3 gets you +10% offhand procs from Tempest; rgr 4 gets you Prec Shot + Ram's Might.

Tempest provides +10% offhand procs & Haste Boost; DWS provides +2d6 SA and +40 Pos Spellpower (combine w/Emp Heal & Rejuv Cocoon); AA provides Conjure+imbues and EotW; SD for extra LoHs; Ninja for +3% Dodge and +2d6 SA; KotC for DPS & survivability bonuses. If I really wanted IPS, I think I'd do pal 14 / rgr 4 / monk 2 to get Prec Shot (and Ram's Might) free, same as Pyrene.

U19 has been bad to non tank pallies because they got no real benefit gains whereas many other classes saw substantial gains in one form or another.

How has dual nightmare worked for you? I have 1 right now and I am mid TR for a 3rd life melee cleric. Debating on Nightmare or dual Celestia (already have).
