It's a single target Ranged Stun. Anything which boosts Stunning Fist (+10 Stunning, Combat Mastery etc.) boosts it.

As for the DC's, I'll leave others to do the maths for you, but in short, don't completely neglect Charisma, wear a CHA item and stunning gear.

As your first response noted, this is one of two special abilities that use CHA as the DC modifier and not WIS as is typical for most Monk tactical DCs. (The other, I believe, is Shining Star, a finishing move that is a one-target Otto's dancing curse.)

CHA is otherwise a complete dump stat for a Monk. Don't add earned points here. If you get a free CHA tome to use to increase this number, that's cool, as well as using gear to increase the ability as mentioned.

It also uses full monk level, so a lvl 20 monk can have DC of

10 base+ 20 lvl + 5 exceptional + 10 stunning + 6 legendary tactic = 51 before adding any charisma or more difficult to obtain items.

Also, keep in mind that kukan do is a WILL save, and much easier to land on pesky enemies like archers.
