Overwhelming Critical + Howl of the North - Do they stack?

Does anyone know for sure if Overwhelming Critical and Howl of the North stack or not? I have found several threads saying things like "I heard they are not stacking" but nothing from someone that has actually tested it.

Does anyone know for sure?
