From the DDOWiki (http://ddowiki.com/page/Ability_tome):

+3 Tomes In loot level 23-26 (unbound)

+4 Tomes Unbound versions In loot level 27+

Anyone know what the actual translation is from loot level to quest level?

For example, what quest level or difficulty will produce loot level 23?

That Wiki info is outdated.

Chest level, however, usually is equal to quest level (-2/+0/+1/+2 for c/n/h/e) except for some chests the Devs overwrote that on (Mindsunder 'small chest'; epic VON6 side chests, etc).

I can confirm from a recent pull that level 27 chests are NOT dropping +4 tomes post expansion (Trial By Fire EH chest with a +2 gem dropped a +3 to +4 upgrade tome, which have always shared a loot table with straight +3s). Have not pulled any tomes out of higher chests lately.

Thanks, does that mean +3 range has moved up from 23 minimum?
Was the level range change posted on a release note, or dev commented?
