I was thinking one way to fix the Mabar lag would be to start some instances 5 minutes later. (Five minutes should be plenty of time for the early instances to finish and toons to be kicked out. Maybe 3 or 4 minutes would be enough too, but you need to be sure at least 90-95% of instances are done, not just some.)
All of the doors to the instances would be locked at the same time so that nobody could finish one instance, then jump to a later instance (even on another toon.)
The decision to start some instances would be made (and announced in those instances only) about 2-3 minutes after the doors open so that players don't start casting buff spells too soon.
I would suggest that the higher level instances be the ones delayed since on a per toon basis they probably cause more delay with various CC spells and summons although maybe it could be random.
I don't know if there is enough time to code and test this idea before Mabar opens for real.
