I'm currently running a 34 point half-elf ranger that has the XP for L17. I'm pushing her to Deepwood and Tempest with the rogue dilettante. I had been building her to become an Arcane Archer barbarian but changed her over with U19. I am not finding a much to love in the AA tree and the DWS tree combined with SA and the DWS capstone looks really interesting.

I gave her enough Tempest to get 100% off-hand procs with TWF and stayed with the STR emphasis. IMO that is still a better choice for most builds -- although DEX with an elf might prove interesting.

Starting stats were 16/16/16/10/10/8 with stat increases going to STR. The dodge/mobility/spring attack line is not required any more for Tempest but I took them for the dodge bonus. I also took IC:slashing, IC:ranged and EW: khopesh. At L18 I will pick up PBS.

I suppose you could skip khopesh and use rapier/scimitar/short sword/etc. You could also drop any of the dodge line if you have other sources of dodge.

You asked for a L20 Archer, OP? 11 Rgr/9 Monk:

11 Rgr: all your autogrant feats and Tempest/DWS/AA trees, as needed
9 Mnk: 10KS, Improved Evasion, other monky goodness that youre already aware of with a PL:Monk

Monkcher still is the king of archery, there's no way to beat their high ROF and ability to double- and triple-proc their special attacks

Alternatively, if you wanted a hybrid ranged-melee char, you just need to go 11 Rgr/6 Monk/3 Rogue instead. Rogue lets you add trapping and/or UMD, if you wanted, plus pick up Sly Flourish and Shiv, which add high-damage attacks to your melee rotation and don't interrupt the attack chain, so you don't lose out on doublestrikes (and, if I'm right, those attacks themselves can proc doublestrikes for double-effect)
