Quest ransack bugged or WAI?

I ran both House of Rusted Blades and Impossible Demands on EH and EN. The XP box says you can run a quest on each difficulty once per day without a ransack penalty, but every run after that will incur a -20% ransack penalty. I got a ransack penalty on each EN run. Is this a bug or an incorrect description of the intended ransack penalty?

Edit: Bugged it on Lamma and now on Live. AFAIK, no response from the devs.

It doesn't say per day. It says per incarnation. (That would once per life)
