Is it me or Archer's Focus is worst than ever?

Hello all! I am posting to find the truth abour archer's focus. On my artificer i have seen that it does not work right. It does not always charge even if i do damage to a mob and when i move charges go to 0 even though they have a timer. Maybe i am wrong but can someone provide some information about this, because i find it is a crucial point in building a ranged dps artificer.

Yes, it's somehow bugged, but it's bugged in a way that favors players as well, so expect it to be fixed ASAP :)

A few volleys were not adding to count - this is out of 1.5 hours (the time it took me to a) get precise shot, b) Put the repeater away for wraps). 2 out of 1.5 hours, I'll pass that off as lag.
And there is not bug, aside from those 2 volleys. Nothing to see here. Move away peoples.
