So I have a dwarf rogue I amde am enjoying it. Im maxing my UMD in skill buit becasue of my lovely dwarven charisma its not effective yet. My question is in regard to the items themselves. Do they need to be recharged? If so where do you go to do so and what does it cost?

Most wands do not recharge. When they have expended their last charge they disappear. Wands with "Eternal" in their names recharge themselves. Other items that cast spells will be recharged fully with a rest.

To be a bit more specific: anything with charges (inc. wands) which says "Recharged/Day: <??>" in its description is reusable and will replenish every time you shrine or wait long enough in an inn; e.g., Eternal Wand of Cure Minor Wounds (http://ddowiki.com/page/Item:Eternal_Wand_of_Cure_Minor_Wounds). The "<??>" indicates how many charges the item regains per rest; some will fully recharge each time, others will not (e.g., MotWS (http://ddowiki.com/page/Item:Mantle_of_the_Worldshaper) only regains 1 charge per rest).

Also remember your skill rogue boost will up you and so you can put on a item.

You can boost your UMD with +CHA items, of course, as well as Persuasion items (+3 to UMD, and craftable) and some items give a stacking Enhancement bonus to UMD, while others give you a Luck bonus that boosts all skills, and you can clicky or scroll Heroism/GH for another Morale boost.

Obviously, gear swapping and buffing UMD is not desirable if you're trying to do something mid-combat, but for equipping non-swapped gear, etc. it'll help you out.
