This would be more for melee artificers than range. Give the rune arm a shield option if it has a charge on it. The shield type would depend on the charge level. I. E. lvl 1 small shield, lvl 2 medium shield, lvl 3 large shield. Said shield would have a chance to proc damage equal to a hit with a weapon.

Even with this one handed melee artificiers will be sub optimal compared to thf or twf. Waste of time if you ask me.

Maybe if it was a 'reactive shield' that did 'blowback damage' after absorbing a certain amount.
Kind of 'sci-fi'-ish, but artificers as implemented in ddo kind of are anyway.
