What's the difference between "Insightful Charisma" & regular charisma?

They act the same in most respects. The big difference is "insightful" Charisma will stack with other Charisma bonuses. Like "Enchantment" (+1 to +8) and "Exceptional". So you can use a +8 Charisma item and a +3 Insightful Charisma for a total bonus of +11.
