Spellcasting Implement USP bonus bugged?

I dont seem to be getting the Spellcasting Implement bonus to Univeral Spell Power or the Psionic bonus from Planar. I dont know if this occured before U18, but only noticed it today after U18 was released?

Anyone else getting this problem?
