So I convinced a friend of mine to give DDO a try, and he really wants to play a dual wielding character, unfortunately I don't really know which way to point him in terms of build.

Can anyone recommend a 28 point build that is newbie friendly and focused on dual wielding? I would look up something in sigtrent's request a build thread, but a lot of those are years old at this point and I am not sure what is and isn't still viable.

Under Specialists subforum check out rangers, especially if Tempest is in the title.

Here's a pretty old build by ubongwah that I recently played as a 28pt. Dwarf Tempest Ranger (18R/2F) dual-wielding Dwarven Axes. Lots of fun, hard to kill, and gets pretty good self-buffing at higher levels. I'd think this would still be quite a viable build, it's not very complicated. Just hit stuff and it dies :)

(I personally skipped the metamagic feats and took Improved Sunder and Improved Critical: Ranged instead, but longer buffs and better healing is never a bad thing)

You'll have a tough time getting enough strength and dexterity to wield a noobie in both hands with a 28 point build. Have you considered using a single noobie, perhaps paired with a shield? ;)

If the noobies are halflings, it should work. You'll need Improved Critical-Halfling going too, though.

Rangers are the easiest way to be a dual-wielding newbie; don't worry as much about DEX. See my Tempest trapmonkey thread.

Some suggestions for the build:
Make sure to go human. It's just so much better than dwarf, for end game and newbies. Heal amp when it's very hard to get with equipment sub-20(and good even once you get good equipment), extra skill pts, damage boost, extra feat vs. a few saves and +2 axe damage.

Go 15rgr/3rog/2ftr. 15rgr gets 99% of what 18rgr gives. 3rog gets you more skill points, sneak attack, and WnS mastery 1. 2ftr gets you an extra feat.

As far as other twf 28pt builds, if you have a +2 dex tome you can pass to or buy for him it's totally reasonable:
16str 10pts
15dex 8pts
16con 10pts
08int
08wis
