Just curious about the 'Hide In Plain Sight' feat granted to rangers at lvl 17. It seems odd to me that this isn't available to rogues at all. Is there some logic or PnP rule that limits it to rangers? I don't mind either way, it just seems odd that it isn't at least one of the 'special ability' choices for rogues.

If you're looking at a Ranger, he's able to blend in with the woods and vanish from your sight while you stare at him... a rogue needs you to look away to achieve the same thing. PnP gave Rangers the skill but not Rogues for good reasons, and DDO has seen little reason to change that...
Until you note that HiPS is sposed to be a Shadowdancer enhancement you can pick up to make you a happy rogue!

Carry-over from PnP rules: rangers got HiPS, rogues don't. [Why? Ask WotC.] Curiously, though, the Assassin & Shadowdancer PrCs in PnP D&D get HiPS; but the Assassin PrE & Shadowdancer ED in DDO don't. Chalk it up to "Turbine can't be bothered to implement it," perhaps. :p

Thanks for the answers, I was wondering if it was a PnP carry-over or not. I can never tell when Turbine is following the rules and when they are winging it...

That's funny. Why does my 3rd life Rogue have hiding in plain sight(Feat) then?

He is a pure Rogue. Guess again.

As pointed out by Limmi: It's a byproduct of having 3 ranks in Stealthy of the Epic Destiny Shadowdancer.

This. Stealthy rank 3/3 grants HiPS. What it does in DDO is reduce your visibility rating by two eyes when you're hiding (so even in the middle of the day at the center of the road, things will have trouble seeing you if you invested in your hide skill). Also, I *think* the "absolute detection" cone is reduced somewhat.

Its simple.
In 3.0, rangers was worst class in game.
They had only 2 FTW feats at lvl1 when wearing ligth armor. Higher levels gave +1 damage to favored enemy, and 1 extra enemy to choose from, but enemies chosen later had smaller bonuses. There was really no reason to get more than 1 ranger level.
So they got buffed in 3.5, mostly by providing random special abilities.
