tome of learning and epic

since new expansion is coming with level 28 and iconic hero.. perhaps there should be some change to tome of learning.. if all player start at 15, and tr means very little due to ed and epic been really powerful.. perhaps we should have tome of learning affect all level and quest..

I bet we will see 1 free greater epic xp tome per server and 1 free epic xp tome per char for free with pre purchasing the next expansion.
Because other then that there is no real reason to pre purchase the next fully bugged and unfinishd expansion after the expansion catastrophe that is still not even half fixed.

Don't forget, there will be a bug with it that won't be found until it goes live, causing it to be lost on TR. Should be fixed by u23 or so.
