Please disable downloading loading screens everytime launcher executes

Everytime the launcher executes, loading screens for all languages are downloaded even if they haven't changed. Two issues to address:

1. Don't download loading screens unless they have changed.
2. Don't download language specific files I'm never going to use.

You could try this workaround (http://forums.ddo.com/showthread.php?p=4907607#post4907607) to prevent the launcher from re-downloading them all the time.
