UPDATED 8:00 am Pacific Time on 2/16/2013!

Servers will be down until they aren't, no current eta.
The reason is for company wide billing update, no improvements for players.
U17 is next week.

Additionally:

Turbine wants us to follow them on Twitter and Facebook.
It is not clear if there are larger system wide technical improvements, or if this is solely a billing system update. Official information on this has been somewhat contradictory.
Original estimate of 12 hours was revised to 24 hours before the downtime started. We are now at 53 hours and counting.

It's already next week for the people in the future; they claim we're going to be up and running today and U17 is a-okay but not as good as U18 and 19 - 20 is a bummer tho. Another Coyle escort raid.

I did hear though that U21 will allow evil alignment (YES!) and additional completion options in several quests, allowing one to bag a completion simply by getting the killing blow on Coyle. True story.

Nope. The anniversary goodies will be distributed to all currently-created characters as of the time the servers go down next week for the release of Update 17.

Someone said something about how you can now be dungeon critters. You can be any of the Kobolds in water work or even mine Chrystals in CC. Awesome. But no gnomes.

BREAKING UPDATE:
Lots of chatter, and now at 36 hours and counting, but nothing has changed.
