Festival = VERY confusing

Im new to Winterfestivals and thought i would give them a try. So i bought the needed stuff from the store.
Finally i got some recipes and motes to get a glaciation item.

I tried to use the recipes and motes to upgrade a random generated Scepter in eveningstar but that didnt work. It said i could only upgrade armor or shields (WF caster...haha!)

Someone in chat told me i had to upgrade it in the harbot so i tried there. Didnt work either because it didnt take my recipes. Then i notices there are other recipes on ah and bought e big set and even more motes for tons of pp.

With those i got to glaciation 78 with my Scepter but i cant get higher then that. Seems its capped there.

So how the ... do i get my glaciation 120 Scepter? And what shall i do with all my storebought stuff and new recipes if i cant use them for anything useful?

Well... heres are the real Questions:
Whats the difference between the altar in the harbor and the craftingguy in eveningstar?
Whats the difference between old recipes and the new ones?
Can they be combined in any way?
Will there be a chance to upgrade old glaciation 78 weapons with new recipes?
Will there even be any chance to upgrade any weapon to glaciation 120?
Are there similar problems with ice burst weapons?

To get your scepter upgraded to 120 take it to eveningstar and use those recipes to upgrade it from 78 to 120. Technically you didnt have to upgrade your scepter to 78 in the harbor, only slot it with glaciation 30 or whatever the base is. Then take it to eveningstar and use those recipes to take it all the way to 120.

1. Harbor altar is generally for lower level stuff, as compared to eveningstar for the new higher level upgrades
2. The recipes are different because they want you to do both games. New recipes = eveningstar, old recipes = harbor
3. You cant combine them persay, but you use a combination of them to get a weapon without glaciation up to glaciation 120, the motes however are universal.

I tried that, but the guy in eveningstar says he doesnt want my Scepter.
Not without any glaciation on it, not with 30 glaciation and not with 78 glaciation.
