Epic Elite Bastion question

I have an Epic Elite Bastion (lvl25) and I want to bound and attune it, then craft a further +1AC alchemical dodge using eldritch ritual.
As recipe says level is increased by 2 after upgrading and bastion is already level 25, which level will be the final crafted one?

I have pirate's armor with the same kind of eldritch ritual on it. It is not cannith crafted.

No, the eldritch rituals only increase the minimum levels of cannith crafted items.

Edit: Could potentially do it for challenge items that have the craftable (or whatever it's called) attribute on them, such as the ml 16 Bracers of Wind.

Correct, and even for cannith crafted items, it's supposed to cap at ml 20 (haven't tested since u14, as I haven't crafted any high-level weapons or such and tried to ritual them since then, but I assume it's still the same).
