Legendary Dreadnought has an epic ability, Lay Waste. This can enhance your weapons critical threat modifyer by +1 for a period of time. Can heavy picks (or other 4x crit weapons) then be actually augmented to grant a 5x critical threat or is the cap 4x?

Yes, picks are x5 crit for that one hit.

Crit multiplier can be increased further with Devastating Critical epic ability and Overwhelming Critical feat. Barbs can get up to x9 crits with an axe: frenzy+death frenzy, OC, Dev Crit, Headman's chop and Lay Waste so don't think there is a crit multiplier cap, a pick fighter can go up to x7.
