Math Question:
Two sets of armor Paired with Towershield. Equiped on 18/2 Pal/Fighter DoS, Unyielding Sentinal (all the shield ac goodies)
First +6 Planeforged Full Plate armor 30+3dex, second one +6 Planeforged Halfplate of Omniscience 27+5 Dex+5 Omniscience. Should be a 4 point increase in AC only seeing a 2 point increase, is it the 40% from DoS from the base armor value that is causing the discrepency?
Math Question Part 2
The full plate has healing Amp 10%, the half plate gives me 4% dodge and a couple meaningless AC (beyond screenshots), I already get 30% healing amp, and 20% healing Amp from items. Just looking for opinions

1) best guess from the information you've given... you don't have enough dexterity for the maximum dexterity increase to make a difference, or you're already capped by your tower shield and therefore your armour doesn't matter from the perspective of maximum dexterity bonus. i'd need more information to confirm which, but that's my best guess.
(edit: it's also possible you already have a +4 insight to AC item, and you've only got enough dex for +1 AC from max dex by switching to the half plate... in any event, i don't think there's a +3 insight bonus to AC available, so i don't think that's it).
2) that isn't a math question. however, if you're wondering whether 10% heal amp stacks with 20% and 30%, then the answer is yes. if those are your only sources of heal amp, you will have a total of 1.1 * 1.2 * 1.3 = 1.716 for your heal amp, or a 71.6% increase. and yes, that is better than the 60% you'd get if you were to add the numbers together; the more sources of heal amp you have, the more your heal amp is worth.

I have enough dex to fill out a towershield (+5 dex modifier... actually +6 but limited by a tower shield), no insight or Parrying item. So the extra +2 dex mod AC combined with the +5 insight from omniscience should get a net +4 ac gain, I am only seeing a net +2 AC gain. Still wondering if only the halfplate (+27 armor) is being given the x.40 from DoS, Compared to the Fullplate (+30 armor)
the other question is simply what gives more benefit an extra 10% healing amp or 4% dodge?

Depends. Are you a healing amp build? i.e. already have 20% and 30% and human healing amp etc? Then I would say the 10% healing amp. If not, take the 4% dodge.
If your not capped on dodge take the dodge imo.

(1.4 * 30) + 3 = 45
(1.4 * 27) + 5 + 5 = 47
...is that what you are seeing? That jives with the description.
