No where in the DDO multiverse does any description state that this affects a casters weapons.
What exactly does the spell do other than give a +1 to hit and a +1 to damage?
I have been playing my Arty since the class was introduced, and only one time have I ever had a caster ask for the buff.
What exactly is the effect to caster's weapons?

Casters are affected by spell power. Each +1 to a weapon adds 3 spell power. This buffs adds +1. It's not much, but when you're hitting for 1000s that 3 SP starts to add up.

The implement bonus is equal to 3 * enhancement bonus of the weapon, e.g. a +4 weapon grants a +12 implement bonus to spell power. Effects that increase enhancement bonus of a weapon, e.g. Artificer infusion Enchant Weapons, also properly increases the implement bonus. (qtd from wiki)

Increases the Enhancement Bonus of your target's currently equipped weapons or shields by 1. An item can have only one temporary item enchantment at a time.
NOTE: Casting this spell on a weapon with a Spellcasting Implement bonus to Spell Power increases that bonus by 3, since the implement bonus is calculated from the enhancement bonus of the item. (qtd. from wiki)
