I have a level 5 Warforged with Mithral Body. He should have only 3 PRR.
He has no shield mastery feats!
But when i equip a tower-shield and 1-handed weapon i gain
+10 PRR and 4% double Strike
Even if i equip a 2-handed weapon after that i still keep that 10 PRR and 4% double strike.
Someone knows where that comes from?

Well, quite obviously it's a bug- THANK YOU for bringing this to their attention, as they will now stop fixing the important ones (like mobs getting stuck in walls, players gettin kicked from raids to korthos, etc) and instead fix this one, as it benefits us. Congrats man, you managed to be THAT GUY. Why not just accept a little extra PRR and Double Strike and be happy? Le sigh.

It is illegal to discuss potential bugs or exploits on the forums, especially to explain them. I would hate to see you get infracted over something like this.

I looked through the entire DDO Community Guidelines list and can't find any mention to publicly reporting bugs. Is there somewhere else they are stashing forum rules?

Well, in all honesty, this is likely a bug, but knowing more about your character would be useful in figuring it out. What class(es) are you? What feats do you have? What specific gear do you have equipped, including the gear you are switching out? These things would help figure out what the problem is, and would provide Turbine with more information to find and fix the bug. And for those of you complaining about this taking away attention from the mobs through walls thing, you do understand that they have different teams working that than they would have for this right?

Best explanation I've seen:
You equipped a shield (or orb) at some point or time after you logged on. As a bonus, you may also realize you have 10 more Physical Resistance Rating. All characters right now are affected as if they all have Legendary Shield Mastery II that persists after the shield is taken off.
It is not a display bug.

That list is different than the list given in the forum announcement section. It's in the Lam server section and probably applies only to that section since Lammania is a test server. In fact, half those DON'Ts are things that the majority of the General DDO Discussion threads are.
Don't think the OP needs to worry about an infraction.

While that is mostly true.
In this specific case, given how hardcore turbine is about nerfing players at all costs and fixing bugs that benefit players while ignorings all others..
They actaully already fixed this bug. The fix is live on lamannia, and in the U16.1 patch notes.
So he's not "that one guy". Probably someone else bug reported it weeks back.
(oh yea and relevant case to prove my point: Warforged PRR is still broken. Funny thing is he thinks his normal prr is right ,but its actaully bugged too: Should be BAB/2 +2. Given the char in his sig, that would be 4/2 +2 = 4 PRR, yet he has 3. This is not fixed in the next patch)

He was simply asking a question. He's not sure if its a bug.
If there was no malicious intent involved, which there clearly wasnt, I hardly see the harm. I think most moderators would agree on that. Probably not all, but the cool ones do.
It's a gaming forum, about a very buggy game thats often unclear whats a bug or not, stuff needs to be taken with a grain of salt.
You know whats also against the rules? Acting as a moderator when you are not one.

It is frustrating to see that Dev's fastrack fix things like this and have been effectively ignoring the WF PRR problem.
It was was acknowledged by Squeakofdoom as not working properly, but it has still not been slated for fix or even put on the known issues list.
