Helf ranger plz! :(

hey guys i'm lookin for a pretty specific ULTIMATE (build LOL i just love ultimate) but seriously i'm looking for a half'elf ranger (maybe 2 splash) with a good dilly (rog. being the most desirable)
ranged and TWF builds welcome though i'd like TWF more since primal avater boosts TWF
so yea guys post away at which helf rangers are the best :p i'm looking at everything willing to reroll with updates and such

What besides HEs do you have access to? Were you planning on Tempest or AA? Is this for a rgr PL (thus needs to be majority-rgr), or is it okay to be just "a little bit" rgr?
