While I like PRR, and I understand that it was supposed to be part of the fix for the AC problem. However, I can't help but wonder if maybe a simpler fix could have helped.
So how about this: Let every class get an +X AC bonus every few levels, with the frequency of the bonus's application determined by the classes' BAB (base attack bonus). Any effects that increase BAB will also increase BACB.
And, since PRR is nice to have, let the PRR be a static bonus based on the type of armor worn, the type of shield equipped, and any feat/race/enhancement bonuses, with all bonuses stacking.
